Randeep Kaur Sidhu-Saini: Founder & Chair, PCHS Manitoba: Randeep graduated from University of North Dakota, USA with a Master of Science in Speech Language Pathology. Over the last 18 years Randeep has had the pleasure of working in multiple community health facilities with pediatric clients in British Columbia, Ontario and her home province Manitoba.
During her professional career she has supported many young diverse families through community health initiatives. Through her professional and personal experience, Randeep has identified the need for more culturally competent and inclusive healthcare programs. She has a vision to help build the capacity of diverse communities to respond to social and mental health challenges.
Randeep loves to spend time with her husband Raj and daughter Armaani, watch the Winnipeg Jets, and read a good book. Randeep is looking forward to the opportunity to work with you all!
Rupinder Brar, Vice Chair, PCHS Manitoba: A leader in General and Administrative Management with over twenty (20) years of experience in the health services industry, having worked with both public and private sector stakeholders to introduce innovative, patient centric health delivery models that improve outcomes and provide operational efficiencies.
Since 2009 Rupinder has worked with Indigenous organizations to support advocacy efforts and secure resources that empower Indigenous stakeholders to establish and enhance community-based programs and services, which also result in very meaningful education, training, employment and economic development opportunities. Rupinder has achieved tremendous corporate governance experience through his involvement with the Seven Oaks General Hospital Board of Trustees over the last decade, including unwavering support of several philanthropic endeavours having also served as Chair of the Seven Oaks Hospital Foundation.
More recently Rupinder supported all planning and negotiation efforts between Norway House Cree Nation and Indigenous Services Canada to secure $125M in capital funding for the construction of a new community-based Health Centre of Excellence and continues to support meaningful health and wellness initiatives through a collaborative approach with numerous Indigenous communities and organizations, resulting in substantial program funding and capital funding in a manner that can adequately support the physical, mental, spiritual and emotional health and wellness needs of patients and communities.
Roy Sandhawalia, Treasurer, PCHS Manitoba: Roy is a committed and experienced professional serving as Treasurer of PCHS Manitoba and has over ten (10) years of corporate experience. As a commercial licensed realtor and with his extensive knowledge in finance, Roy brings valuable skills to the organization, including experience in financial reporting, debt management, budget forecasting, and team management.
Roy is passionate about serving the South Asian community and making a difference in people's lives. He actively works to advance PCHS Manitoba's mission and sustain its operations through effective financial management. Roy's leadership and dedication to the non-profit sector make him a valuable asset to PCHS Manitoba.
Charanjit Grace Kaur Kaler, Director, PCHS Manitoba:
Charan is a proud immigrant who moved to Canada with her parents and siblings, making Winnipeg their home in 1990. She graduated from the University of Manitoba with a Bachelor of Nursing in 1997. Charan has been serving clients and families in Winnipeg as a Public Health Nurse, dedicating herself to community nursing programs for the last 23 years. She is passionate about the various needs of the diverse families she serves and sees an opportunity to address these needs.
Charan’s vision is to continue to serve families while supporting and empowering them to navigate current health services / resources while respecting the client’s familial beliefs and cultural practices. Charan enjoys painting , writing , reading and spending quality time with her mother , her husband , 3 children and her extended family.
Ranjodh Dhaliwal, Secretary, PCHS Manitoba: Roni works as both a social worker and a therapist. He has spent many years in University, collecting degrees in political science, finance and social work. Roni possesses Bachelor degrees in Arts, Commerce and Social Work, and a Masters degree in Social Work. Roni is passionate about working with all peoples; he has a special affinity for working with those that consider themselves to be oppressed. Roni has many interests that include: physical fitness; reading books on political theory; listening to and collecting hip-hop music; watching the Jets, Bombers and Raptors; and, taking an interest in the healing power of indigenous traditions.
Roni is both proud and honoured to be selected as an inaugural member of PCHS Manitoba board. He is excited by the possibility of creating culturally sensitive health care practices.
Akash Bedi, PCHS Manitoba: Dedicated to fostering growth within the South Asian community, I bring a wealth of experience and leadership to the table. As a business owner of a prominent real estate franchise, I have not only achieved success individually but also spearheaded initiatives that uplift the community. Serving as the Past President of the Winnipeg Regional Real Estate Board, I played a pivotal role in steering the real estate industry's direction. Currently, as a director with the Manitoba Real Estate Association, I continue to contribute my insights and
guidance to ensure the progress and inclusivity of the local real estate landscape.
My commitment to good governance is further exemplified by my role as a director on the PCHS board, where I actively engage in providing strategic direction, guidance and support. Having participated in numerous strategic planning sessions over the years, I understand the importance of thoughtful decision-making and collaborative efforts for sustainable

Sonia Chana, Senior Advisor, PCHS Manitoba: Sonia has been a nurse in the Winnipeg region for over 17 years. With her expertise being in Women's and Children's health, her nursing career has also included nursing management as well as clinical teaching experience. She is trilingual, speaking English, French and Punjabi fluently. Sonia is extremely passionate about serving the diverse Winnipeg community and their culturally sensitive needs.
Sonia was born and raised in Quebec. A proud "Montrealer" by blood, she now enthusiastically calls Winnipeg home. She has played the harmonium, doing "Kirtan" (singing religious hymns) since the young age of 5. Growing up in Montreal, Quebec she enjoyed volunteer work with the Brahm Bunga Gurdwara for over 20 years. Since her move to Winnipeg in 2006, she has enjoyed serving the Winnipeg Punjabi and Sikh community both professionally and attending and participating in the various Gurdwara's in the city. Sonia married her wonderful husband Aman in 2010 and is a proud mother to her boys Divaan and Jaahn Singh.
Pamela Deol: Senior Advisor, PCHS Manitoba: Pamela graduated with a Master of Science in Speech Language Pathology from the University of North Dakota, USA.
She has worked in Manitoba’s school system, gaining valuable experience in both rural communities and in the city of Winnipeg. While working with students and their families, Pamela liaised with allied health professionals and agencies to support a wide variety of student needs. She observed that with the increasingly diverse population, there were challenges to provide culturally aware support.
In addition to a fulfilling career spanning 37 years, Pamela also provides care for her elderly mother. In this role, she continues to gain valuable personal insight into the challenges faced by the elderly and their caregivers. She recognizes their need for culturally sensitive support in many areas including social, emotional, and mental health, and home care.
Pamela loves spending time with her family and friends. She enjoys cheering on the Winnipeg Blue Bombers and the Winnipeg Jets. Pamela is looking forward to working with you!
Navsharn Dhaliwal: Senior Advisor, PCHS Manitoba Navsharn received her Bachelor of Nursing from the Red River and University of Manitoba Joint program in 2010. She has a vast experience in many areas of nursing primarily in Nursing Education. In 2021 Navsharn completed the Comprehensive Holistic Nurse and Coaching Certificate Program: An Integrative Approach to Holistic Care of Self and Others through The Canadian Institute of Integrative Nursing and Development and Education.
Navsharn has a passion for health promotion and working with people to understand their health needs, and an interest in complimentary healing modalities.
She enjoys spending time with her family and friends, reading books, practicing yoga, baking/cooking, and spending time outdoors in nature.

Baldev Mutta CEO, Punjabi Community Health Services, Peel Region, Ontario: Baldev founded Punjabi Community Health Services Ontario in July 1990 and was instrumental in making it an accredited, charitable and culturally appropriate organization. The organization now provides services in the areas of addictions, mental health, geriatrics, settlement and variety of other social programs and services to the South Asian community.
Baldev has developed an Integrated Holistic Service Delivery Model which encompasses the way services are to be provided to the community. As South Asian culture values ‘we’ over ‘I’, the services also reflect the coopting of the family into treatment rather than treating only the individual. This model also allows for the provision of services to be provided to the family at the right time, right place and using the right intervention.
He has received many community awards for his work on equity, community development, diversity management and organizational change. He also hosts his own television show, Community ConneXion, which airs every Saturday on Rogers Cable. Baldev continues to be an incredible mentor and advisor to the PCHS Manitoba Team.
Florence Carey*; BA, LLB, TEP, ICD.D, Legal Advisor
Florence Carey operates a solo law practice focussed on charities and non-profits. An experienced lawyer, Florence has 20+ years of experience at a regional firm where, in addition to a busy tax practice, she helped charities and non-profits address their legal issues. Today, Florence provides solid legal advice to help organizations incorporate, create by-laws, and apply for charitable status. She also helps her clients navigate Canada Revenue Agency regulation of charities and non-profits, including gift planning and fundraising rules, and provides advice regarding governance matters. She considers herself fortunate to work with many large and established charities as well as small start-ups, and her clients have a wide range of purposes. She provides advice to organizations (including the boards of directors), and offers training, workshops and access to legal information to help organizations fulfil their purposes while operating ethically, following good governance principles and rules of the regulator.
Florence has been recognized as a Best Lawyer in Canada, is the immediate past-chair of the Canadian Bar Association Charities and Not-for-Profit Law Section, a member of the Technical Issues Working Group of Canada Revenue Agency’s Charities Directorate, President of the Canadian Association of Gift Planners Manitoba Chapter, a member of the Canadian Tax Foundation, and past co-chair of the CBA’s National Charity Law Symposium. Florence completed the Institute of Corporate Directors’ NFP Governance Essentials Program in 2019, and received the full Directors’ Education Program (DEP) designation in 2021.
